Yesterday (Tuesday 1/27/2015) we had public hearings in the Education Committees of both houses of the Legislature, on this year’s Breakfast after the Bell (“BaB”) bills. The Senate bill (again sponsored by Committee Chair Litzow) is SB 5437 and the House bill (Hudgins) is HB 1295. I was extremely proud that students from Seattle’s Aki Kurose Middle School testified in strong support in both committees. It was also good to have program directors form Tukwila and several other districts voice their support and tell of the benefits of the models they have implemented in their districts. In my remarks, I thanked our School Board for their support and (specifically) Ken Gotsch and Pegi McEvoy for helping get this year’s new sites (Aki Kurose and Rainier Beach) up and running. Without their help, these successes would never have happened. We know that some initial “start-up” funding is necessary to get to the point where reimbursements more than cover costs in these programs. However, the most important benefit is attached to this message; that of the increased performance of students. The attached study shows tangible evidence of that. We were also pleased that this year, the School Nutrition Association (primarily program Directors) have been persuaded to be supportive of the bills as last year they had been opposed. This was a really great week for the BAB bills! See below for some updates:
House and Senate Policy Committee Hearings
We would first like to say THANK YOU to the incredible testifiers who spoke at one or both of the hearings on the BAB bills on Tuesday. Also a huge thank you to everyone who signed in support of the bills! The number of testifiers and organizations who signed in support was truly impressive and really represented the range of groups, from health to hunger to education, who see what an impact this legislation can make. Thank you!!

In the House there were about 20 organizations who testified in support and around 15 in the Senate, including the WA School Nutrition Association who had some concerns with last year’s bill, but we have worked closely together to address those concerns and they are now in support. The State Board of Education testified with a concern, which we are looking into. No other groups signed in opposed or with concerns.
